ISDN was introduced about ten years ago as a low-cost dial-up alternative to the X25 permanent connection; at the time, it offered savings for lower-volume users connecting to the Customs CHIEF computer via CCS-UK. However, the ISDN connection was offered exclusively via ASM, and only on payment of its full system licence fee, which reportedly forced many small and medium-size users to abandon their preferred software rather than pay for two systems with overlapping functions.
